A Eurobarometer survey published in January 2023 showed that the Recovery and Resilience Facility is closely aligned with citizens’ expectations and needs.
The Commission launched an open public consultation to gather views on the Recovery and Resilience Facility, a key instrument that underpins the recovery plan for Europe under NextGenerationEU, worth EUR 800 billion.
The Recovery and Resilience Facility was established in February 2021 in the context of the COVID-19 crisis to support the economic and social recovery of Member States and to respond to the economic downturn caused by the pandemic. The Facility implements reforms and investments, accelerates the green and digital transitions and increases the overall resilience of the Union. It remains the cornerstone of our efforts to address the priorities related to EU energy security, industrial competitiveness and industrial transition to a net-zero economy.
Since the start of operations two years ago, the Recovery and Resilience Facility has had a transformative impact on Member States’ economies, for example by encouraging reforms of civil and criminal justice in Italy, reforming the labour market in Spain, improving affordable housing in Latvia, promoting investment in offshore renewable energy in Greece and enabling the digitalisation of schools and businesses in Portugal. Citizens and stakeholders recognise this concrete positive impact. A Eurobarometer survey published in January 2023 showed that the Recovery and Resilience Facility is closely aligned with citizens’ expectations and needs.
The implementation of the Recovery and Resilience Facility can be monitored through the Recovery and Resilience Scoreboard. TheCommission has so far disbursed more than EUR 144 billion under the Recovery and Resilience Facility and additional disbursements are expected as we approach the second half of the Recovery and Resilience Facility period.
In order to take stock of past experience in line with the legal requirements of the RRF Regulation, the Commission shall carry out a mid-term evaluation. It will assess, inter alia, how the Recovery and Resilience Facility works on the ground, the extent to which its objectives have been achieved and how effectively disbursed funds have been spent. The results of this consultation will be analysed and summarised and feed into the mid-term evaluation report expected in February 2024.
Citizens, social partners and other stakeholders can send feedback through the Have your say portal. The questionnaire is available in all EU languages and will last for 12 weeks. It will be complemented by a series of targeted consultations targeting specific categories of stakeholders.
