First Call - Pathways2Resilience for Regions and Communities

Pathways2Resilience (P2R) has opened its first call for regions and communities for subgrant applications to co-design visions of a climate-resilient future and transformative adaptation pathways that will ensure long-term impact.

This first call aims to provide 40 regions/communities with financial support through subgrant agreements, up to a maximum amount of 210,000€, along with supporting services and capacity building activities for subgrants lasting up to 18 months.

P2R has developed a framework to support regions in their work to adapt and build resilience to climate change, the Regional Resilience Journey (RRJ). The RRJ consists of multiple steps, each containing different expected activities and outcomes, as well as pointing to different methodologies and tools that can be used.

The selection process will prioritise regions/communities with heightened vulnerability and low adaptive capacity to climate change impacts. This call aims to put together a diverse and inclusive portfolio of regions, ensuring a comprehensive validation of the P2R framework.

Eligibility criteria (for the full requirements, refer to the main open call document):

1) Applicants must be regions/communities that are part of EU Member States or Associated Countries that are within Europe’s biogeographical regions.

2) Applicants must qualify as regions/communities defined as either:

  1. Public authorities at Nomenclature of Territorial Units for Statistics (NUTS) 1, 2 and 3 level, as well as and Local Administrative Units (LAU); or
  2. Bodies governed by public law in accordance compliance with Article 2.4 of the Directive 2014/24/EU.

Only these entities can act as coordinators and submit application.

3) Private non-profit bodies and Small and Medium Enterprises (SME) following the EU definition by the Commission Recommendation 2003/361/EC and in the SME user guide may be part of a consortium.
